Its on per-weapon basis. Thrusting weapon usually have no multi-hit. Slashing weapons and short blunts have 2x. Long blades and blunts have 3x. Sledgehammer has 4x. Not sure about the baseball bat can hit 4x, at least in v41. In v40, maybe it is possible. A bunch of the weapons don't have multi hit and it's nearly killed me several times. That and finding a boarded up house and most of the weapons are filled with scrap weapon drops instead of the usual good stuff. Not sure if it happens in Vanilla but besides the microwave hammer, you can find zombies impaled by scrap sledge hammers which is OP
