If you completed Turn up the Sun you should be able to train Sharpen Blade from Qyburn Stellargaze in the Arcanum, unless the quest didn't get completed. I just got sharpen/potent on my ice a day or two ago so the quest shouldn't be broken but definitely email ki and ask them about it they should be able to help.
