It actually used to be 3 rounds for the underbarrel grenade launchers. It also used to be 2 throwable grenades. But, the playerbase freaked out and went off the rails complaining about 'nade spam from all the grenades available. Honestly, an underbarrel grenade launcher holding that much ammo is a little crazy; even 'micro-grenades' need a good bit of space if you want them to have any appreciable effect. There's also the matter of the firing mechanism/ammo feed. It's why the M203 is a single-shot breech-loader. Weight, balance, etc. all get affected.
