So basically UC Berkeley (as well as some other UCs) sends out invitations to highly qualified students to apply for the regents scholarship (about 2000 students get the invite but only around 200 people get the scholarship in the end). I don't qualify for any additional financial aid beyond the $2500/year honorarium, so I see $1250 subtracted from my ~$7000 tuition each semester.
