Going through asurion I tried to file another claim, it gets to this point where they say "cool, let's check your battery health first, give this phone number a try" but obviously I can't make calls. Another method I tried is going through the help menu (help-> issue with a replacement phone) but it still routes me to a phone number.

Asurion owns that device, they will black list it, and you can be held liable for insurance fraud if you sell or use it.
