I've been using the design on the attached screenshot for several versions, I constructed one in my old 1.19 world and it worked fine but it is not spawning any Iron Golems in 1.20.1. I looked up on the wiki and search results and as far as I can tell, everything about this design meets all the requirements for a Golem to spawn.

If you added more beds and the farm worked, I bet you have more villagers in range of the farm than 20. All villagers in range of the farm need to be linked to a bed in order for golems to spawn.
