It's probably not the thermostat, or else it would be overheating while driving, too. Check coolant, add if needed, and then look to the fan clutch. With the engine off, spin the fan with your hand pretty hard.You mentioned the coolant was 3/4 gallon low before and you topped it off but you didn't mention if you checked it again when it started blowing cold.
