So it does much less damage. Respecing and grabbing Dual Wielder feat fixes this issue. Installation: Donwload the mod and unpack "DualWieldingTweaks.pak" file from the archive. Open BG3 Mod Manager. File -> Import Mod -> Choose "DualWieldingTweaks.pak" file. If everything went fine a new mod should appear in Inactive mods list to the right.

There is a bug at the moment which means that if you dual wield hand crossbows, it applies your Dex ability modifier to the damage of both hand crossbows i.e. including the off-hand crossbow, even without the Two Weapon Fighting style, which it really shouldn't. Starting with Bard will make you more of a caster for the first 3 levels. After that, you can use Medium armor. This unlocks Extra Attack at Lv 6, and at level 8 the build is online. If you will want to use Heavy armor at level 8+ this will require to respec, and first take 2 paladin levels. Paladin Lv 2 -> Bard Lv 10.

Like I said, two-weapon fighting style and the "Dual Wielder" feat is really all you need. This can be accomplished by level 4.
