I think dolphin is for plain Wii emulation (and game cube). Cemu is for Wii U. I think breath of the wild is for switch and Wii U so Cemu is your only choice. Cemu only uses 5-6 CPU threads, so not getting 100% utilization is normal. that said, some people have issues with FPS++ on AMD cards. try running with a higher FPS cap, and make sure that Vsync is either set to triple buffering or disabled.

For BotW you want to use Cemu, the Wii U emulator rather than switch. I have a weaker PC than you (2080 Ti/9700k) and Cemu runs BOTW as if it was a native PC port. 120+ fps with increased draw distance, running at ultrawide res 3440x1440. For Totk it seems the best anyone can expect right now is 30fps with some rendering issues.
