I had the same problem a couple of times on my XT2 with Kohler 7000 series. I ran some Seafoam through it and it stopped the surging. Mine would surge regardless of throttle position, but it was definitely more noticeable when the engine was running slower or at idle. A lot of dust and dirt can collect around the air filter.
