I'm pretty sure the red wire is always hot, so you do not need to have the key on. To jump it, you need to get 12V to wherever the start signal wire attaches to the solenoid. It's purple on my tractor, but I am not sure about the 318. Now remove tester, install plug wires & mow until problem comes back. Complete the same test again, If light still flashes, your controller/module is good.

May 9, 2021 · When I saw the initial pics, I noticed the condenser & coil config were identical to mine in a 1986 318 w/B43G. The later pics confirmed yours as a 1983 318 B43G machine. So, I have a 1986 B43G configured the same (with the newer replacement coil and external condenser).
