So, yes, they are getting new low band radios, but they'll still have VHF/UHF/700/800 capability. CHP has a very large radio system covering nearly every corner of the state. And, I don't know if it's the case with this particular highway patrol, but they may be using split frequency (where the cars are transmitting on freq 2 and receiving on freq 1 while the dispatch is transmitting on freq 1 and listening on freq 2).
